This is an extremely censored version of this wonderful song. Originally by the talking heads from their first album (talking heads 77), this song is indeed about the anxiety and excitement of an imminent sexual encounter. The sugar on his tongue is indeed a woman's love juices. That the word "tongue" and other words have been edited throughout this trick daddy video is appalling.
